Agree the inspection scope first
Decide whether sealed units may be opened, whether every unit or a sample will be examined, and which failures stop acceptance. Sampling leaves uncertainty about untested units. Power-on, required-function results and battery evidence need separate entries. Powering on is not a functional pass; missing battery evidence remains unresolved against the agreed criterion.
Keep the test repeatable
For an opened sample, record the software version, test SIM where appropriate, cable, adapter and test conditions. A power-on check does not establish battery capacity, long-term reliability or every radio function.
If battery condition is part of the order, agree the evidence and acceptance criterion separately. Avoid converting an unexplained on-screen number into a universal grading standard.
Resolve discrepancies before release
Attach photographs and unit references to each issue. Ask for a written disposition: replacement, clarification, re-inspection or another agreed remedy.
